The most stark contrast would be that Love, Actually has parallel storylines, while Je t'aime was more episodal, far more simplistic and a tad less preachy. Je t'aime also had a blend of sidewalk stories, combined with some aberrant, some mellow, some slightly disturbing and some fantasmic ones. So, I would definitely consider Je t'aime to be a less "commercial" venture.
Then again, I also believe that a viewer's reaction to a movie depends substantially on the time and place in life, and frame of mind, when they watch it. I watched Love Actually first about three years ago, and couldn't get through the first 20 minutes without getting A.D.D. I saw it in completion less than a year ago, and loved it, wondering why I never saw it before. So, that's a factor, as well.
